Guessing a portion of that 81k hp was sent to power the outboard motor that powers the fans which provides the downforce.
The downforce from the 2J's fan motor in stock form wouldn't handle razor-sharp maneuvers between traffic at between 150-200mph, let alone Route X banks at 500-600mph.
Besides The 2J is quite light (820kg) so getting to supersonic speeds with more fan-driven downforce shouldn't be hard even with 79k hp (2k hp of 81k being sent to the fan's motor)
Fan-driven downforce isn't the same as Aero downforce, as fans have minimal effect on drag compared to Aero.
This is one reason why cars like the 2J and Brabham BT46 were banned (aside from literally creating "Dirty Air", as in picking up dust and kicking it to drivers behind them.
