I honestly don't understand the delete by row thing. Select all the misplaced ones to excise them like a tumor, while then also placing a new copy of the power grid. The bots will shuffle things around, removing the wrong and placing the right, as coverage allows, without having to worry about accidentally orphaning a logistics network for a long period of time. They may get briefly isolated by a deconstruct but then the construction waves will fill back up to them. Way less finicky and you can just move on to other things while it grinds. Edit: made the comment around 1:55:00, at 2:10:00 it sounds like you're coming to the same conclusion... but then you return to removing everything? Why can't it just be left there, since you'll eventually be filling in that area?
