The skip is several magnitudes harder on console due to having to skip encounters, which involves leaving Kalm on a specific in game time (it can be different ones but you need to know which one you're on) and using a document of values to determine where menus can skip encounters. The "count" is a number we use to determine where we are and make adjustments where needed to get pause setups that are humanly viable.

The island is probably too far away, and/or would take 20+ cycles. You'd also have no way of getting back off once you get the materia, unless a way was discovered to bring the bugged chocobo somehow. Even then, again once exiting the cave, the island would be far too small to reset the glitch. Tl;dr not without more discoveries

Certain movements (a lot of them) are pixel perfect, whereas others you just need to go a certain distance to aid in deloading the triangles of the world map.

I’m pretty sure they normally know the end goal, and work their way backwards from there. I prefer the idea that they just sit every evening doing random 💩 until they find something by accident 😂
These kinds of setups are only possible through extensive knowledge of the game's inner workings and the exact properties of the map, often times however, people also get ideas from sheer curiosity. For example, say there's a super tight gap between 2 pieces of collision that someone found while studying the exact geometry of an area's map, then, people could start hunting for ways to squeeze your character through said gap, which is usually where these elaborate setups come from, usually with a helping of understanding how the game's code handles collisions and all that in order to line everything up exactly to make your way through. This is why such setups are usually only in games that have been extensively studied and broken down (like FF7, older mario games, most popular NES games, etc); the level of knowledge required to not only discover such oddities but also create setups to consistently exploit them is immensely high.
It has already been done, but only in one run. It will more than likely be viable for all top level runs but the category will also more than likely be split since it skips so much of the game, and FFVII is such a long standing speedrun with a lot of history.
