I think there may be some additional dialogue to give you more background if you have Starship Design or Starship Engineering perks already when you go there. I can't remember for sure.
I'd definitely go with the best shields you can get. Defeating a swarm with strong shields would be nearly impossible as they could usually break away and recover. They SHOULD be high survivability for both longer term battle effectiveness and cost effectiveness. Also pilots could be better trained as they will not be lost so frequently. That would make the contest a far more certain win in the long term. Each battle would be more effective with a more experienced and better trained fleet. The shield in this game is the key and as such is always cost effective to get the very best possible. Try a new challenge.. start with the best class a shield available and then build the cheapest fighter you can around that.
I will consider that new challenge. For this one I was going for cheapest possible. If someone has to buy 50000 of these and many will be used in kamikaze attacks, every credit counts. I considered using no shield at all. The builder allows that but doesn't allow no grav drive, which I figured these would never use.
I'd be sure to volunteer Vasco to pilot one of those .. I'm sure he wouldn't mind.😅
Well I learn something new everyday...I didn't know Nova Galactic was no longer in business and that they are essentially just reusing old parts.

Yes. This character is level 210 so has probably all perks relevant to ships.
