Cloth simulation works best on large scale objects (making it >1meter worked for me). Use a preset like silk (the three dots menu top left of the cloth modifier). Make sure the bands either side of the candy have flipped normals (in red when face orientation overlay is on), and make sure they are pretty close to the candy.
In Edit mode, you have to move your cursor around until you see a yellow line (vertical or horizontal, depending), then you can use scroll wheel to add more edge loops.
