Don’t watch, they loose picture before rescue.
Modern PASSENGER cars are designed to float briefly. (Rusted out... it's not floating)
They also have a kick-out rear window. (kick out windshield if engine is to the rear)
Get windows down if you can... and get out.
Once the vehicle is floating get a headrest off the front seat. It can be used to break the glass.
Kick out or break whichever window is not under water and exit there.
Don't even try the doors. They aren't opening until the car is on the bottom.
If easy to get, the spare tire will float. Generally they are not able to be accessed fast enough to be of use.

Someone I know has a job right off of that freeway and their job said, “come into work. Check your route for flooding. If you don’t come in, you have to use PTO”
They said the same thing during Harvey
Hard headed people .
He didn't know how fast the water was rising before he got himself into that mess but that didn't seem to help him. Some people just cannot function without dragging others into their nightmare. Even better if someone else risks their lives to help. Make him pay monetarily for this nightmare.
Why was he there in the first place. IE if the Freeways double-up as the flood over flow (Official) then why were the freeway roads not closed?

It's a freeway which also serves as the City's main flood drain during high waters? I am from afar away but try to learn. It took me three years to understand that about Huston. Those roads are part of the official flood design. That may be why they stated to keep of the Highways. It was said in the Mayors broadcast by some official.
I don't mind the water, I can swim, water looks calm enough. Snakes and gators, on the other hand.
All you have to do is xit of the road and avoid the overpass dugout,these reporters are full off gab and zero content and 100% clueless.
Common sense has left the building.
