If they fail to do that, chances are they're not going to be able to win the case. Either way, this just seems like a way the cult leader is trying to scare Ray into submission by trying for frivolous cases to waste Ray's time and money, which he probably easily can do since he's really rich.

A “normal” jury decides guilty or innocent. (Meaning a person can be tried by both. The grand jury can say yes; this is a valid case that needs to continue on. That’s not how civil suits work. The FBI has no involvement in the situation of a private party suing another private party for damages.
