(Considering that Odin & Hela conquered the entire 9 realms, and knowing at the very least, that his (supposed) father has waged war in various realms causing untold casualties, why would his attempted coup of Midguard, causing minimal casualties (in Norse God terms) be a cause of any serious transgression?) And note the difference in punishment bet Thor & Loki: Thor, specifically ordered by his father NOT to attack Jotenheim, sneaks onto that realm and in fact, restarts the war bet Asgard & Jotunheim - he loses his immortal powers & is sent down to earth to think about the commotion he has caused the kingdom.
