I don't necessarily think it's the looks, it's more of your confidence level. If you're a confident person (not douchey, though) and you know how to carry yourself well without being unable to communicate with others, then that is what makes you seem 100x more attractive, yet strong and sophisticated, and gives people a great first impression.
College and High School women could care less because there are always men that have looks and confidence. especially since they can choose people older than themselves. An 18 year old women could go out with any man in their 20's(or 30's). It's only until women get desperate and realize that looks aren't everything(after all their relationships have failed) in America that they start to date personalities over looks.
Nathan Rock just in America? This goes for everywhere. And I wouldnt really say we become "desperate". I can say that I am less than 20 but I definitely don't judge people on looks. Of course, most girls of the high school and college level aren't into a long, good relationship and just focus on good looks. But that cant be said for everyone. Every girl learns from the douche bag they dated though, it just takes some longer to learn that it will never work out with someone like that.
I think looks are like your resume, it will get you an interview call, but personality will get you the actual job. So i guess both are important.

If a girl/boy is really hot but has a "nah" personality, i'd refuse from the start.
But on the other hand, if she/he is plain or ugly but is intelligent and nice...well, i gotta admit that is a little bit better, but i'm a beauty addicted, and looking at a beautiful person just totally brightens my mood and makes me feel better.

Generally people go for looks first, everyone does because that's the first thing you notice. But guys tend to no matter what the girl's personality is will still go for it if she's hot but girls, if a guy if a guy is hot but with a bad personality, they don't deal with it and would prefer a guy with a good personality. But looks no matter what anyone says is obviously the first thing you notice. For me I go for personality over looks but I notice looks first but I just don't go with looks.

Its all based on how attractive you are. If you are average, you are willing to weigh personality more (like the girl at 3:16, who was average, so she has to weigh personality more. If she only went by looks, she wouldn't have much success). If your physically attractive, you can weight looks and can be picky without suffering problems in your dating life.
Looks for anyone below 30. After that they realize the error of their ways and start opening up or becoming desperate(women). Me, I have to wait for my 30's sadly.
