Actually the Sergeant at Arms notifies the Capitol Police who then make the arrest.

The House Sargent of Arms is a Duly Sworn Law Enforcement Officer. They must have at least 5 years I believe as a LEO to qualify. And yes the SGT at Arms is armed.
