I got a Kia Rio 2012. The unlock works that the green dash lights goes on vut the unlock doesn't. I am from Canada how expensive a job is this to get it done at a dealership.
i have kia picanto with the same problem, i think to buy actuator from aliexpress, how complicated it is to replace it in your opinion, i did replace the electric window switch in the past but this one seem to be more complicated
It is still very similar to changing switch because the need to remove the plastic door panel... Then, getting a correct tool to remove the screws that holding the actuator will be some challenge... It was a 30mins job for me... It will be a plug n play DIY task...

What do u use to stick back the plastic cover to stick back to the door?
Use back the existing glue residue that still attached... As it is very sticky & staining.....

Most probably yes... As the actuator has mechanism for central lock and child lock too (depends on which door u r referring)...
These always go bad on passenger side, yet no official recall
