I don't think souls die in ultrakill at least not permanently. Sisyphus had been killed before by Gabriel whilst in hell and had regenerated into a prime soul. So they'll probably be back eventually it will just take a long time
As much as I liked Sisyphus and his dialogue, I don't think any prime soul will ever compare to Minos in dialogue and design. Maybe I'm just a fanboy, but honestly, the hype I felt in his introduction and ending is probably my favorite part of the entire game, along with his battle of course.
I agree I think maybe it's cus personally I think minos had more buildup and intense in thebuildup and ofc minos va fits so well along with the subtle design choices such as the 2 snakes wrapping twice since he was king of the 2nd layer and its details like that I love and tbh I don't think the viens and heart fit siph well I always thought minos had viens and a heart because he was king of lust(love) layer

Minos only got so powerful because he was nice to the horny people and they liked him because of it, he needed a gopro to come save him from the flesh prison like the damsel in distress he is, and he only fights you because he's salty that a couple of robots killed some humans, and all he wanted to do after killing you was going to kill Gabriel because he made him cry, and when you kill him he starts crying about how the world is cold and dark and goes "WHYYYYYYYYYYYYYYYYYYYYYY", and also all of his followers are just skeletons that you see as props in ONE level, he is also a far easier bossfight than Sisyphus and he needed an entire level to himself so he wouldn't be overshadowed. Sisyphus was a batshit insane warlord who planned to lead his people in a charge against the armies of heaven, they forced him to carry a boulder up a hill for thousands of years to break his spirit, but it only made him stronger, he knew he would lose the battle against heaven, he did it purely for the fun of resisting, he didn't need any help from V1, he broke out of the flesh prison all on his own, he chose to fight V1 purely so he can remember what it's like to battle after being asleep for so long, and when he dies, he doesn't cry like a kid who dropped their ice cream, he literally goes "No Regrets" and laughs as he dies, he has an entire AMAZING level with music by fucking KEYGEN CHURCH right before the battle with him and he's still the first thing that comes to mind when you think of P-2, he is also FAR taller than Minos Prime and he literally uses the power of the sun against you instead of just some gay little yellow snake thing, and his followers aren't skeletons that appear as props in one level, they are the Sisyphean Insurrectionists, some of the toughest enemies in the game that appear multiple times throughout the game.

The theory bases this on that Minos Prime's moves are inspired by those the player does in Devil May Cry, a real world panopticon is based on vision as it allows one guard to watch over a huge prison block, and the secret level is about patience (which is needed in stealth games). It does seem like it was scrapped though. Only the minions of Flesh Panopticon get angry at you for looking at them, and Sisyphus rips apart the Flesh Panopticon pretty early in the battle giving the minions little change to do anything to you.
People may say that Minos is better but the sheer confusion and fear I felt when I heard “THIS PRISON… TO HOLD… ME?!” was insane. Sisyphus is easily my favorite prime soul as of now
