Plus, some of the extra characters in the feature film of "The Paper Bag Princess" would be based on some other characters created by Robert Munch like an old man who likes blackberry jam, a pig Shepard woman named Megan, a noisy little boy named Mortimer and a boy and a girl with two different opinions about being firefighters.

I try to not racebend characters whenever possible as I think it can be quite hurtful in many cases. The only thing I'll ever racebend is an arm or a leg, small things like that - never a whole person. And all artists I know feel the same way. Sorry.
I recommend looking at Fiverr for artists :) There are some good artists on there. They might be able to help you. Not many artists do the type of editing I do, but you will definitely be able to find artists who draw characters from scratch if you are okay with that.
