I have an 84 300sd with the exact same issue. Mines blowing the blower fuse so often I installed a 25 amp circuit breaker

did you try it on auto? you may also check if the resistor is fine.

Did you ever figure the low speed issue out on the blower?

Somewhat rough shape, but that's a real nice looking blue. Lapis blue, maybe?

just a note, when the blower only operates on high, it's usually a leak in the climate control vacuum system. The default for safety in this case is high speed so that the windows are defrosted. Happen to mine a month ago. hose to center pod came loose and when I plugged it back in everything worked. You can test by pulling vacuum under the hood to the hose that leads to the system and if there is leakage you've most likely identified the problem(off the top of my head I believe it's the one with a green stripe).
