- I'll break down every single detail for those who didn't know Victor Timely's origin. And, for those complaining about 31st and 18th are not the same, yes, I'm aware that the 31st century isn't the same as the 18th century; I just assumed you guys already knew who Victor really was.
Victor Timely was once named Nathaniel Richards, who lived in the future, technically the 31st century.
He was bored in his current timeline, so he used Dr. Doom's time platform (a time machine, as we know) to travel back to ancient Egypt.
He called himself by a new name, "Rama Tut," the one we saw in the Quantumania post-credit scene, the pharaoh. At that time, the Fantastic Four defeated him. He then tried to go back to his own time but ended up landing in the 20th century by mistake. He started to call himself a new name again, "Scarlet Centurion," because he wore a scarlet armor copied from Dr. Doom's armor. In this timeline, he was defeated again, by the Avengers. He decided again to flee back to his own time but exceeded a thousand years by accident. This time he called himself 'Kang the Conqueror' and traveled in every single timeline trying to conquer everything.
Then he landed in Chronopolis and planned to go to a time that he could manipulate the 20th century by influencing the technology so he could control everything. So, he traveled back in time to the late 18th century (the thing you only see in the series because you are not reading comics), and this time he named himself "Victor Timely."
Now, if you remember, the Kang who was given the TVA handbook was in the "SACRED TIMELINE," but the Victor Timely introduced to us was from a "BRANCH TIMELINE."

@skarletVVitch HWR is a variant. If you listen closely to when HWR is speaking with Loki and Sylvie; he says the 1st variant discovered Alioth, then he speaks in the 1st person about weaponzing it. I take that as confirmation as he being the first variant.
The Nathaniel Richards he referred to as discovering the stacked realities in the 31st century, was not him because he spoke in the 3rd person, and not as himself.

Loki created multiverse technically because he who remains deleted all time lines and make sure that only one time line exist but loki provides free will to all time line and there multiverse creates and all kang variants born. This theory doesn’t make sense on a number on levels. The scars have a back story, different Kangs have normally 2 different suits, a robe as seen on He who remains, and then the armor suit as seen on Kang the conqueror. The reason there’s only one He who remains is because he lets other do the work, he’s not a fighter, he’s a scientist, Kang the conqueror isn’t meant to be HWR because he’s a fighter risking his life and will eventually meet his demise like the other variants. The real HWR will not put his life in danger and let everyone else die before he does, in the end, it is He Who Remains. Not only that but Victor timely is old fashioned and nice, Kang the conqueror is the literal opposite. All of his variants want to destroy their variant counterparts, this is not how you would end up to be He Who Remains. Lastly, if Kang the conqueror was HWR he wouldn’t of been exiled, HWR would never put himself in that position, making him look like the target.

My theory is Victor timely is from 18th century , when he tries to insert that multi versal whatever thingy to expand the loom , he gets sent to 31st century and all the knowledge till that time. And there he is focused to get back and help the TVA and then he manages to save it. Then everything goes to shreds and then he understands that the TVA must start over again making a loop , then he resets everyone's memory and kills our loki and sylvie and then starts over again.

1. Event don't take place in 31st and 18th century at the same time.
2. If in any case, that Kang time travelled, it still wouldn't be Victor, because Vic found the TVA Guidebook as a kid.

Theory, Kang from Ant Man didn’t in fact died, but send to the end of time aka-where He Who Remains is.
Since his “death” is relative to quantum and time related and by being “out of time” in the end of time, other Kangs variantes couldn’t track him and thought he was dead.
Meaning that, now having infinity amount of timelines instead of just realities to conquer he knew he could just control everything himself and being the most powerful being in an out of time.
However now controlling time, Kang needed a way to control everything, everywhere at every time, that’s why he created the TVA to help him prune timelines that for him were a treat to the fulfillment of his throne.
But in the end, controlling time has its pros and cons, for example, seeing the future. Kang or He Who Remains, knew that one variant of Loki would take over the throne of time, but he didn’t know how. To assure his victory in any case he created that plan after his death portrayed in Loki, that also implied his future self to being death so his other variants would take care of the new holder of time aka Loki.
If Kang moved at varying rates of speed / time like you edited that one clip, he would be a lot more surreal and terrifying

Ok so one key important thing is he said he came across alaoth n he weaponized it to end the war. Now we saw Ravona at the void encountering alaoth. What if Victor was suppose to be pruned so he can find alaoth n make it a weapon to escape the void by becoming he who remains at the end of time.

The very thing in this series is time runs in a circle. So in the way the present is future of the past sorta way.
Thus in the future many kangs meet from multiverse and multiple timelines and the war happens then one of the remaining kang creates the failsafe for sacred timeline and TVA which in itself becomes a circle or outside time when Loki comes and creates branches again. I think Victor Timely is Kang the Conquer, listen to the similar candences, one that He Who Remains doesn't have. When Victor was about to be killed by Sophi, something changed in him. What if HWR’s plan was to intentionally let Loki unleash the multiverse. By doing so it would cause the inevitable multiversal war between the Kangs which I’m assuming we will see in Kang dynasty. That way HWR can win the multiversal war once again and put himself on the throne at the end of time, aka it was all one massive time loop. I’m not quite sure how it would lead into secret wars, but having HWR “win” in Kang dynasty by him winning the multiversal war to repeat the time loop would be one hell of a cliffhanger and a rediculous issue for the Avengers to solve in the next movie.
