What do you think about rat-tail tangs of these chinese cleavers with round wooden handles, like CCK/Shibazi? Are they sturdy enough? It seems that the cheaper cleavers made out of 40cr13 steel are usually full tang, but if a cleaver is made out of slightly better steel, then they are rat-tail.

Yup. The full tang meme was popularized by outdoor knife culture to be honest. Youre not gonna be batoning wood in the kirchen.
If you are going to cut with impact get a full Tang knife. If it's a slicer than rat tail or hidden tang are fine
