The guy clearly told you to change dollars at the bank for the best rate, Any atm anywhere in the world charges fees and the rate is not as good as changing at a money changer.
Maldives is the best place to travel among the asian country. Its quite expensive compare to other asian country. There currency is strong to us dollar. For budget travelers maldives is not the best destination , better go for Bangkok, bali, Vietnam etc.

Jis cheez ka pata na ho wo mat bolo. They are charging u an amount for atm use because that bank is not giving you money. The money is still given by your bank. Your bank has to take a to take it from this other bank and thats the relation the two banks have. USD to currency rate is fluctuating and depends on the issuing bank.
