Disney was letting Burton make short movies that they didn't really know what to do with, Rubens saw the first 20 seconds of Frankenweenie and said "THAT'S who I want to direct my movie!". Yes? *resumes play* Eh, close enough. *lol*
I don't know. Looking at who was directing movies for WB in 1983-1985, there were a lot of big-name, acclaimed directors. I'm not really seeing any who fit the bill of having directed only two movies that were probably comedies and could be considered bad movies.
Hope that we get answers in Paul’s memoir and the HBO documentary. I’ve speculated that it may have been the director of the first Police Academy, Hugh Wilson.

If not for Shelley Duvall and Paul Reubens, Burton might never have directed Batman for WB. And the modern movie superhero genre might not exist.
