At this point in the movie the character of Daniel Plainview has deepened his slide into cynicism and misanthropy. He demonstrates disrespect by not removing his hat when viewing the body. He gives a brief and contemptuous glance at the workers involved in the accident before scornfully issuing future work instructions. This was before OSHA.
I could be (and probably am) wrong, but I think it's something to do with alcohol... "if anybody has been drinking on the job, you tell somebody"... that's my guess.

I think it’s a sign that Daniel doesn’t know what he’s talking about. Everyone knew the guy was down in the pit… they just accidentally knocked a drilling piece onto him.
I think both interpretations are probable. The drinking one would identify Daniel as a rationalizer of an obviously pre-osha setup and fleshes out his character more IMHO
So many scary aspects about his death; he’s waist deep in mud breathing in God only knows what in the dead of night. Then a giant metal bit comes flying down and ends his life. No scream, no struggle, just lights out…
