Hope you can help, can't seem to find an answer. I have 8 volts at an off breaker in the panel, why might that happen?

You have been in costa Rica for some time..what's been the highlight or eye opener with costa electrical grid system?

The grid is really good. And it depends where you go as to how good or bad the general electrical work is. They have adopted the NEC, but in the beach regions, not much for inspection if any at all. I'm sure the situation in the new projects in the central valley area is much better. But have I seen bizarre and dangerous situations? Oh yeah! Yet you don't hear of too many people getting electrocuted. Monkeys yes, people, no. The Howler Monkeys (Mono Congo) are notorious for using the high voltage lines to cross roadways and open spaces.

Out of sight, out of mind. I too have a lot of temporary fixes around the house that now seem to have dropped off the list to finish up.
I don't know much about what might be acceptable resistance for a temporary fix, but 1 ohm from meter feed to breaker load connection seems like trouble brewing fast. How much worry is due for resistance in the 1 ohm range? Thanks
