The broken water chip in this episode is a direct reference to the first Fallout game, you leave the vault to go find a replacement water chip. IMO The Ghoul is teaching Lucy a lesson, all the water he was carrying was irradiated and it doesn't affect him but it will affect Lucy. The Ghoul doesn't personally dislike Lucy it is what she represents, Vault-Tec. If you look at the end credits it shows a billboard where the Vault boy cartoon is just painted over cooper Howards picture.
Yee i do think those were the vibes i was getting from him. He didn't directly dislike Lucy but he hated her ignorant attitude that the Bunker people engage in the total and blatant ignorance towards whats needed to survive this dangerous world. Its pretty great in that regard
