The rolls are still RNG, sometimes the rate-up unit comes fast and sometimes not, I had the same issue as you in the banner of Dress Aru, I got only 3 SSR that felt meh and had to spark her (and couldn't get Dress Kayoko), but one of those 3 SSR (which appeared the most meh one) is relevent in next grand assault xD I am grateful that almost all units can be relevent to some content. I feel for you about Nonomi Suimsuit. I advice saving for Fes in january, the 3 fes students banners are all must pull and 6% SSR rate up (instead of 3%) it can help you a lot. (but it is still RNG :p I tried some Fes roll simulator, you can get a loot in 200 rolles but also not that much). We can only pray
