The most FUN I've had with a weapon was an explosive pipe revolver. I then screwed up an important quest and realized that I hadn't saved for an hour. That pistol is now a distant memory.

It would be neat if Crosman would make a commemorative version of this with real wood stock, but of course it would weigh more and cost more, but hey, it would be cool. The included scope is more of a toy, but it does work for backyard plinking. I prefer to use pellets for greater accuracy, but BBs are just as good for plinking. This is not a Red Ryder folks; fully pumped it is 3 times the power of a Red Ryder and can be dangerous if not handled properly. Be safe out there.
In diamond city market, Aurturo sells a unique laser with same feature (x2 damage when target is at full health) - this can be easily modified to a laser sniper with some science. The benefit to this is that fusion cells are cheaper and more accessible than .50 cal ammo. the downside, no silencer. - Wastelanders friend (Deb from bunker hill) will do 50% limb damage, this is great for shooting off legs of ghouls so you dont have to immediately kill them outright, you can cripple one and move to the next target to save VATS AP,.... . and finish them off after your out of immediate danger. Wastelanders friend is an excellent 10mm follow up weapon for close quaters if your initial distance weapon did not outright kill the annoying bullet sponge.
I have an enraging Fat Man. It makes targets frenzy on a critical hit. Sorry Bethesda, but whatever I hit with a fat man won't be able to frenzy at that point.
What's been your best weapon drops so far? I've seen some pretty insane ones like a Minigun with Explosive rounds and Double Projectile Fatmans floating around but there are so many possibilities for broken combinations!
+ZiggyD Gaming i have 2 better snipers ^.^ I have a legendary affix one that shoots 2 projectiles instead of , so its double damage all the time not just at full health =), and yes it does work with sneak
+ZiggyD Gaming I have a 2-Shot Combat Rifle set up for sniping. It's served me well on my run through Survival mode, still one shotting nearly everything with the proper perk set. Beyond that my Staggering Mini-Gun is amusing, I'm just not a big fan of heavy weapons.
Mine were the keepers. As I get better weapons and make the snipers they evolve. The first one was "Homekeeper", the next one was "Settlement keeper" and right now Im with "Community keeper".
My favorite weapon i found was an explosive double barrel shotgun i found on a raider at lvl 10 took a while but after i upgraded it to its max it was amazingly powerful only drawback was i couldn't use it to defend settlements because it would hit the idiot settlers and they would turn on me or it would kill them outright which is what happened 75% of the time i named it HOMEWRECKER
+HeadsetRuler I do think that mod has good potential. It'd give the bonus of better effectiveness for later shots (though I often switch to a regular rifle then). I need to test one though to see how the bullets travel, whether both always hit, how the damage is calculated and specifically how the sneak attacks for the second bullet work out.
+BIkaloss I kind of feel like the Gauss Rifle is a different category of weapon but you can certainly use it for some pretty effective sniping. It's damage potential is certainly higher once fully modded.
+ZiggyD Gaming As far as I've experienced, attacks count as "sneak" if you're not in [DANGER] levels of detection when the attack hits. Because the two bullets hit simultaneously, they both get the sneak damage bonus. Recoil is doubled, but the accuracy is calculated at the same time for both bullets, so if it's your first shot with a scope, they should both hit the same exact point. Pretty sure tooltip damage is also doubled, just like how shotgun tooltip damage is all the pellets combined Keep in mind this is not fact, just my theory based on my 80-something hours of playtime
@Dick Grayson I think what he is alluding to is that the second bullet doesn't scale off rifleman bonuses, while the Instigating prefix simply doubles your damage against enemies with full health, so on a max HP enemy, an Instigating rifle will always do more damage than a 2-shot as long as you have at least 1 point in Rifleman.
Xavier H. They’re both good weapons but what if your companion shoots a Legendary Enemy before you do and you wanted to get a quick headshot with the Instigating sniper? However, it wouldn’t make a shit if you had the double shot sniper because regardless of full health or not, it will still do double damage. They both do the same damage as long as the target has full health.

Combat Shotgun with bleed (every pellet triggers the bleed so it's pretty fucking broken) and a Double Barrel Shotgun that has endless clips so you never have to reload which is pretty fucking awesome. (For some odd reason I keep finding shotguns lol)

Django Martinez Well as of the moment i'm still fairly low leveled, about to hit level 28 and i've hardly invested into the damage perks been focusing on crafting and pumping endurance so i could get solar powered for radiation. I detest using a rad-away for small amounts of rads and kind of dislike how radiation reduces your max HP. Its worth it for me.

How do you have a black recon scope? This important to me, because in my experience the recon scope is giant and white and I refuse to put it on any gun because it kills the aesthetic.

+Jayden Beemer Most uses of sniper rifle is from sneaking position, and mostly are one hit kill. In the game sense, when you don't kill it in a single shot, you can always change to other firearms to fiinish the job.
Jayden Beemer When you are sniping you are always sneaking and enemies are always at full health. If you aren't sneaking and if enemies are damaged then you are likely not sniping anymore.
I'm fond of using "Old Faithful" and maxing it out. The range on it is quite incredible. The gun can be bought in Diamond City. It does double damage if they are at full health as well.
+homertf2 Plasma sniper cannot be silenced, which means the Mr. Sandman perk cannot apply, and you'll probably lose stealth after the first shot. I really like plasma weapons myself, but the hunting rifle in the video is better for sniping on Survival by far. The Gauss blows his out of the water. Even a non-legendary Gauss will deal significantly more damage than his.

a friend of mine found a gauss rifle that shoots an extra bullet (much like the combat rifle in vault 81). He one shots everything except the big ass security drone thing (big ass robot with miniguns on its arms), although he didn't one shot a behemoth he did 2 shot it. impressive none the less
not a sentry bot -.- can't remember the name of those dammed things. After a while of fighting they go on cooldown and you can hit there fusion cores for massive damage
I got a Instagating Gauss Rifle (The double damage at full health perk) Does 690 damage while only being lvl 45 (Not including Mr Sandman or Ninja Perks, which are maxed)
You'll never see this, but legendary pipe rifle with knee-capper effect, automatic receiver, drum magazine, and whatever you've got to reduce recoil. I've seen a Level 1 take down Swan with it. Can your rifle do that?
Very good for a rifle. The best weapon i've found is an Explosive Minigun. The damage it throws out is utterly insane if your specced for heavy weapons. + It's also AoE. So even if you miss (Which if you go for the shorter barrel for higher RPM you will) You still deal damage.
Best gun in the game is the "Big Boy". It is the two shot variant of the "Fat Man", and can be bought from Arturo Rodriguez in Diamond City. It shoots two flipping mini nukes.
7starsuperman not necessarily the best gun in the game. If you play on survival like I do you will come to find each mini nuke weighs 12 pounds and most of the time doing that much damage is not needed as a grenade or missile launcher could suffice.
My absolute favorite as well. Have yet to find it in my second playthrough though. But it was definitely my go-to weapon in the first. Nothing stood a chance against it.
I've had to do without it this run through, but in the past at mid-game it was my goto gun for big legendaries. It dismembered and tossed enemies aside with a half second burst when I set it to a rapid receiver.

Don't you think it makes the game feel too easy even on survival?. I mean the game isn't that challenging anyway. Of course this is me being jealous haha
TheLolPoster Maybe on some enemies like Deathclaws and Behemoths, but that's what RPGs are kind of about. Getting your build and gear to make hard things easy. If I get spotted the Sniper is useless though and then things become interesting, so there are still challenging and entertaining moments. And I can always not use it if I want a little more action :D
I FOUND A SNIPER THATS MORE POWERFUL, its called the double shot sniper and i basically shoots one extra projectile... which means double damage all the time!! its a random drop legendary as well.

TheAkatsukitobi reba isnt really that strong. The only thing that is making it strong is that it is using 50 cal bullets. About the recoil problem on overseers guardian. It won't be a problem if you change it to nonauto. And its pretty much dead if you have sniper perks like the one on this video.
Genrey Lino Gonzales The one I have is the strongest, i have it modded to 50 cal and it's an absolute monster... Its basically the Reba but even better
+Adam Walker The companion Deacon's loyalty perk "Cloak and Dagger" increases it by 20%, the perk "Mister Sandman" increases sneak attack critical damage with silenced weapons (you can add a silencer to a .50 cal sniper rifle) by 50%, the drug calmex doubles it, and the perk "Ninja" increases it to 3.5x normal damage.
+PreserveBigCats It's possible to get it to 6.3 once you get Deacon's perk. then you can actually bump that to around 12.0 times damage with chems and legendary affixes. Now factor in Criticals and I break 100.000 damage with the Gauss Rifle in a single shot. My Deathclaw Gauntlet does around 50.000 to 100.000 as well.
Gauss Rifle is pretty up there. Full mod and maxed out Ninja, Rifleman and Mr. Sandman perks pretty much guarantees 2856 damage. That's without the last two perks you mentioned. It's pretty good, I think.
Two Shot Combat Rifle - Two Shot Combat Shotgun - both weapons maxed out dmg wise. Both are beasts. My "Two" best weapons, all is instantly down..I prefer playing with the combat rifle rather than with a sniper rifle to be honest.
+Ace Powercolt You can farm a legendary deathclaw at Kendall Hospital. Make a quicksave BEFORE entering the hospital through the blue double doors on the west side, then enter and run past all the raiders until you drop down into the pit with the deathclaw, then kill him. Keep loading the quicksave and doing this until he drops the weapon that you want, regardless of legendary effect. Once he drops the weapon that you want, now load the AUTOSAVE that happened when you went through the door. You'll notice this time that he drops the same weapon, but with a different legendary effect. Now you just have to keep loading the autosave until you get the correct effect. I literally used exactly this method to get exactly this gun.
+antimatter2380 He doesn't always spawn as legendary, keep loading the quicksave until he is. Depending on your luck (real life luck not game luck) he should be legendary about 2/3 of the time. Also, make sure you're going through the correct doorway, you should have to run through the entire hospital, including down an elevator, to get to him.
I have the same rifle in the game. The special effect on it is called, "Instigating" as it has the effect you are explaining. I got the rifle early in the game and became the best legendary killer rifle I got to use in the game. Not to mention I have a "Violent" combat shotgun and a "Assassin's" 10mm pistol which are also effect in their own ways.

wouldn't the two shot legendary have the same double damage effect? but of course it would always occur, instead of only when the target is at full health
The only problems with that is the overseers gaurdian is a combat rifle while this gun is hunting/sniper rifle, with tge sniper doing slightly superior damage but having a slower rate of fire than the combat variant. Overall, overseers gaurdian is the better weapon choice, although if you lack the caps and happen upon this, it still is a pretty powerful gun. The sad thing about this speech i just wrote... ...is i dont own fallout 4 XD
I was lucky to find that rifle with my 1st character fairly early in the game. I agree that it is the best .50 cal sniper rifle in the game and as you said if you get top Rifleman and Ninja, the damage is ridiculous. Almost everything is one shot-one kill, even high level Death Claws. The Prototype energy weapon in the Credit Union vault at University Point is also crazy damage when maxed out.

Two-shots like Overseer's Guardian only give the base damage of the weapon + mods, no dmg increase for rifleman or anything else. I use Overseer's Guardian anyway because I don't like the damage drop of first-shot doubles like the one in the video.
The "Instigating" legendary atribute means that when the target is at full heal you will hit it for 2X dmg but then again if you don't kill it on the first shot when it's HP is at full, all the subsecuent shots would be at normal dmg, which means the best three weapons with this feat are: Instigating Silenced Gauss Rifle (+Sneak Perks,Ninja, Deacon's Cloak and dagger Perk and Mr Sandman perks), Instigating Super Sledge (a fucking BEAST) and of course Instigating Mirv Launcher Fatman or the Legendary Fatboy, with the right perks almost nothing can survive that.
Naej Zeherquin I already do 2920 damage in one hit with a fully upgraded Rockville Slugger with 10x damage from sneak (+10 strength and Grognak's costume on, of course), it would be interesting to see how much damage I could do with the first sneak hit from an instigating Super Sledge!
What about criticals in VATS? That adds another multiplier bonus to the damage. If you forgot to add that in, then that rifle theoretically can dish out even more damage than that. That is a seriously incredible gun to find. Granted, if you run mods, you can regularly find sniper rifles that make any stock game gun feel like a Red Ryder BB gun, but that one is still quite impressive.
funniest thing was that on my first playthrough i killed a legendary radier and he dropped a combat rifle with that ability before i found vault 81, so basically free overseers guardian
Forgetful Bloke No it isn't the second shot does not take in your perks/buffs at ALL. the second shot uses the base damage from the rifle. Instigating doesn't take your perks into consideration either, it takes whatever damage you dealt (which does include your perks) and straight up doubles it. With all the perks you can use to increase your damage, instigating is the best ability on weapons that have high damage - low dps.
+Islarf You made me chuckle. The perks you get for a sniper rifle adds to its Base damage or rate of fire. So if you have lvl 5 rifleman perk which doubles the base damage of a rifle, the projectile does that very damage plus the chems and bobbleheads effect. 2 projectile effect is basically double damage since the first bullet does the base damage and the perks adds damage to the BASE/MAIN damage, so it means that the 2nd projectile does the same damage as the 1st bullet. Stop making yourself look dumb just to not feel bad for your choice of picking the Instigating Effect for your weapons
I found this as a hunting rifle from a mirelurk king in Bobbi’s quest line, first play though in very difficult, took so many tries but holy shit was it worth it.
Two Shot Legendary attachment is much better. Why? Just get this: "Double damage on full health", if an enemy takes 1 damage, your legendary's attachment becomes obsolete and useless during the whole combat session. But lets cut that for once. Double damage, for instance, your sniper has 134 damage. Doubles it on "full health"-enemy to 268. Sounds nice, unless, welp, the enemy is at full health. "Two Shot" does the same, doubles the damage, but doesn't even cost an additional round (kinda unrealistic ...). Same here, no reason for a limitation of "full health" or anything else. 134 damage gets doubled due "two show" = firing 2 bullets at once, 134+134 = 268. With the "Two Shot", you will have a more reliable ongoing.
Tengoku NET theres so many problems in that, let me show you. First of all, two shot gives you your normal damage + the default damage, so it would be 115 + whatever its default damage is without the .50 receiver, so lets just say it would be 115 + 60. Second, two shot shoots two bullets at a time, but only uses one, and on top of that you get extra recoil, so that can be a hassle. Third, this isn't even that good; a non-legendary gauss rifle could destroy this thing, and the sniper rifle in this game is pretty bad past lvl. 20.
With a highly modified version of the Overseers Guardian, I can pump out 131 damage per shot, and since I have Rifleman maxed out AND I have a .308 receiver so I shoot 2 bullets per pull of the trigger. Times 131 by 4 and you get 655 damage. And that's not even a sneak attack. Yeah it's really op.
My double shot plasma pistol does 5760 damage per shot and i don't have to hope my target hasn't fought anything else to be at full health.. (144 dmg + 144 En dmg x 2 x 10 for sneak)...
I had a .50 cal hunting rifle drop with the same legendary that's on the Overseer's Guardian. Shoots two projectiles at once for the cost of only one round of ammo. That basically means it does double damage every shot regardless of the enemy health.
I sniped a synth who dropped an explosive minigun, that thing is great for ghouls as it shreds limbs, takes vertibirds down in seconds, and can stop a legendary deathclaw in its tracks

I'm doing my 4th playthrough right now. I've got a 2-shot .50 cal sniper . I've got all of my sneak and guns perks maxed out as well. But my favorite gun for fun, I just got today. I lucked out and got an explosive combat shotgun which I maxed out all of the hardware. It is INSANE! I'm one or two shotting mythic deathclaws.
A random raider dropped a double shot Gauss rifle. I immediately put all the good stuff from The Last Minute gun onto it. Base damage: 664. Not counting sneak damage or the 2.5 multiplier for crits, since I am on a VATS build. I can one shot a mirelurk queen, mwah
I called mine Special Delivery, and all my other weapons are named after courier type stuff. My close range Handmade Rifle is called “The Full Package,” and changed my Deliverer to “Parcel”
Plasma infused lever action rifle, violent sniper rifle, and also crippling disciples automatic rifle. Each one has different legendary perks that are very useful
i once found a combat shotgun with the explosion legendary effect... if you do the math each pellet does 15 damage times the 8 pellets thats 120 damage plus the 75 on the powerful automatic reciever, bringing it up to a total of 195 damage per shot, and thats without perks, pure devestation
I found a gatling laser with the Wounding effect. That shit is insane!! The effect keeps stacking so for every shot that lands on target you do an additional 25 bleed damage. With a gun like gatling laser with it's insane fire rate that ability is super OP.
Instigating laser musket is actually the MOST powerful rifle. Takes out Mirelurk queen and Behemoth in one shot. over 5000 damage. just...uses a ton of ammo. I name it 'Sucker Punch'.

+HeadsetRuler I do think that mod has good potential. It'd give the bonus of better effectiveness for later shots (though I often switch to a regular rifle then). I need to test one though to see how the bullets travel, whether both always hit, how the damage is calculated and specifically how the sneak attacks for the second bullet work out.

+BIkaloss I kind of feel like the Gauss Rifle is a different category of weapon but you can certainly use it for some pretty effective sniping. It's damage potential is certainly higher once fully modded.
+ZiggyD Gaming As far as I've experienced, attacks count as "sneak" if you're not in [DANGER] levels of detection when the attack hits. Because the two bullets hit simultaneously, they both get the sneak damage bonus. Recoil is doubled, but the accuracy is calculated at the same time for both bullets, so if it's your first shot with a scope, they should both hit the same exact point. Pretty sure tooltip damage is also doubled, just like how shotgun tooltip damage is all the pellets combined
Keep in mind this is not fact, just my theory based on my 80-something hours of playtime

@Dick Grayson I think what he is alluding to is that the second bullet doesn't scale off rifleman bonuses, while the Instigating prefix simply doubles your damage against enemies with full health, so on a max HP enemy, an Instigating rifle will always do more damage than a 2-shot as long as you have at least 1 point in Rifleman.

Xavier H. They’re both good weapons but what if your companion shoots a Legendary Enemy before you do and you wanted to get a quick headshot with the Instigating sniper? However, it wouldn’t make a shit if you had the double shot sniper because regardless of full health or not, it will still do double damage. They both do the same damage as long as the target has full health.

Well as of the moment i'm still fairly low leveled, about to hit level 28 and i've hardly invested into the damage perks been focusing on crafting and pumping endurance so i could get solar powered for radiation. I detest using a rad-away for small amounts of rads and kind of dislike how radiation reduces your max HP. Its worth it for me.

a friend of mine found a gauss rifle that shoots an extra bullet (much like the combat rifle in vault 81). He one shots everything except the big ass security drone thing (big ass robot with miniguns on its arms), although he didn't one shot a behemoth he did 2 shot it. impressive none the less

Very good for a rifle. The best weapon i've found is an Explosive Minigun. The damage it throws out is utterly insane if your specced for heavy weapons. + It's also AoE. So even if you miss (Which if you go for the shorter barrel for higher RPM you will) You still deal damage.
Best gun in the game is the "Big Boy". It is the two shot variant of the "Fat Man", and can be bought from Arturo Rodriguez in Diamond City. It shoots two flipping mini nukes.

7starsuperman not necessarily the best gun in the game. If you play on survival like I do you will come to find each mini nuke weighs 12 pounds and most of the time doing that much damage is not needed as a grenade or missile launcher could suffice.

My absolute favorite as well. Have yet to find it in my second playthrough though. But it was definitely my go-to weapon in the first. Nothing stood a chance against it.

I've had to do without it this run through, but in the past at mid-game it was my goto gun for big legendaries. It dismembered and tossed enemies aside with a half second burst when I set it to a rapid receiver.

Maybe on some enemies like Deathclaws and Behemoths, but that's what RPGs are kind of about. Getting your build and gear to make hard things easy. If I get spotted the Sniper is useless though and then things become interesting, so there are still challenging and entertaining moments. And I can always not use it if I want a little more action :D
I FOUND A SNIPER THATS MORE POWERFUL, its called the double shot sniper and i basically shoots one extra projectile... which means double damage all the time!! its a random drop legendary as well.
overseers guardian is the same. and you can just buy it at vault 81

TheAkatsukitobi reba isnt really that strong. The only thing that is making it strong is that it is using 50 cal bullets. About the recoil problem on overseers guardian. It won't be a problem if you change it to nonauto. And its pretty much dead if you have sniper perks like the one on this video.

+PreserveBigCats It's possible to get it to 6.3 once you get Deacon's perk. then you can actually bump that to around 12.0 times damage with chems and legendary affixes.
Now factor in Criticals and I break 100.000 damage with the Gauss Rifle in a single shot. My Deathclaw Gauntlet does around 50.000 to 100.000 as well.

Gauss Rifle is pretty up there. Full mod and maxed out Ninja, Rifleman and Mr. Sandman perks pretty much guarantees 2856 damage. That's without the last two perks you mentioned. It's pretty good, I think.

You can farm a legendary deathclaw at Kendall Hospital. Make a quicksave BEFORE entering the hospital through the blue double doors on the west side, then enter and run past all the raiders until you drop down into the pit with the deathclaw, then kill him.
Keep loading the quicksave and doing this until he drops the weapon that you want, regardless of legendary effect.
Once he drops the weapon that you want, now load the AUTOSAVE that happened when you went through the door. You'll notice this time that he drops the same weapon, but with a different legendary effect.
Now you just have to keep loading the autosave until you get the correct effect.
I literally used exactly this method to get exactly this gun.
Do the cabout house mission the reward after completion may help you out with you rad problems

He doesn't always spawn as legendary, keep loading the quicksave until he is. Depending on your luck (real life luck not game luck) he should be legendary about 2/3 of the time.
Also, make sure you're going through the correct doorway, you should have to run through the entire hospital, including down an elevator, to get to him.
I have the same rifle in the game. The special effect on it is called, "Instigating" as it has the effect you are explaining. I got the rifle early in the game and became the best legendary killer rifle I got to use in the game. Not to mention I have a "Violent" combat shotgun and a "Assassin's" 10mm pistol which are also effect in their own ways.

The only problems with that is the overseers gaurdian is a combat rifle while this gun is hunting/sniper rifle, with tge sniper doing slightly superior damage but having a slower rate of fire than the combat variant. Overall, overseers gaurdian is the better weapon choice, although if you lack the caps and happen upon this, it still is a pretty powerful gun. The sad thing about this speech i just wrote...

I was lucky to find that rifle with my 1st character fairly early in the game. I agree that it is the best .50 cal sniper rifle in the game and as you said if you get top Rifleman and Ninja, the damage is ridiculous. Almost everything is one shot-one kill, even high level Death Claws. The Prototype energy weapon in the Credit Union vault at University Point is also crazy damage when maxed out.

Two-shots like Overseer's Guardian only give the base damage of the weapon + mods, no dmg increase for rifleman or anything else. I use Overseer's Guardian anyway because I don't like the damage drop of first-shot doubles like the one in the video.
My favorite 2 shot would either be my .50 cal or my lever rifle . so satisfying .

The "Instigating" legendary atribute means that when the target is at full heal you will hit it for 2X dmg but then again if you don't kill it on the first shot when it's HP is at full, all the subsecuent shots would be at normal dmg, which means the best three weapons with this feat are: Instigating Silenced Gauss Rifle (+Sneak Perks,Ninja, Deacon's Cloak and dagger Perk and Mr Sandman perks), Instigating Super Sledge (a fucking BEAST) and of course Instigating Mirv Launcher Fatman or the Legendary Fatboy, with the right perks almost nothing can survive that.
Naej Zeherquin I already do 2920 damage in one hit with a fully upgraded Rockville Slugger with 10x damage from sneak (+10 strength and Grognak's costume on, of course), it would be interesting to see how much damage I could do with the first sneak hit from an instigating Super Sledge!
What about criticals in VATS? That adds another multiplier bonus to the damage. If you forgot to add that in, then that rifle theoretically can dish out even more damage than that.
That is a seriously incredible gun to find. Granted, if you run mods, you can regularly find sniper rifles that make any stock game gun feel like a Red Ryder BB gun, but that one is still quite impressive.

No it isn't the second shot does not take in your perks/buffs at ALL. the second shot uses the base damage from the rifle.
Instigating doesn't take your perks into consideration either, it takes whatever damage you dealt (which does include your perks) and straight up doubles it. With all the perks you can use to increase your damage, instigating is the best ability on weapons that have high damage - low dps.
+Islarf You made me chuckle. The perks you get for a sniper rifle adds to its Base damage or rate of fire. So if you have lvl 5 rifleman perk which doubles the base damage of a rifle, the projectile does that very damage plus the chems and bobbleheads effect. 2 projectile effect is basically double damage since the first bullet does the base damage and the perks adds damage to the BASE/MAIN damage, so it means that the 2nd projectile does the same damage as the 1st bullet. Stop making yourself look dumb just to not feel bad for your choice of picking the Instigating Effect for your weapons

Two Shot Legendary attachment is much better. Why? Just get this:
"Double damage on full health", if an enemy takes 1 damage, your legendary's attachment becomes obsolete and useless during the whole combat session. But lets cut that for once. Double damage, for instance, your sniper has 134 damage. Doubles it on "full health"-enemy to 268. Sounds nice, unless, welp, the enemy is at full health.
"Two Shot" does the same, doubles the damage, but doesn't even cost an additional round (kinda unrealistic ...).
Same here, no reason for a limitation of "full health" or anything else.
134 damage gets doubled due "two show" = firing 2 bullets at once, 134+134 = 268.
With the "Two Shot", you will have a more reliable ongoing.
Tengoku NET theres so many problems in that, let me show you.
First of all, two shot gives you your normal damage + the default damage, so it would be 115 + whatever its default damage is without the .50 receiver, so lets just say it would be 115 + 60. Second, two shot shoots two bullets at a time, but only uses one, and on top of that you get extra recoil, so that can be a hassle. Third, this isn't even that good; a non-legendary gauss rifle could destroy this thing, and the sniper rifle in this game is pretty bad past lvl. 20.
Tengoku NET two shot doesn't work like that. It takes the base damage of the gun with no upgrades and ands the regular damage
With a highly modified version of the Overseers Guardian, I can pump out 131 damage per shot, and since I have Rifleman maxed out AND I have a .308 receiver so I shoot 2 bullets per pull of the trigger. Times 131 by 4 and you get 655 damage. And that's not even a sneak attack. Yeah it's really op.

I prefer the 2 shot .50 cal, always do double damage even when the enemy isn't at full health xD
My double shot plasma pistol does 5760 damage per shot and i don't have to hope my target hasn't fought anything else to be at full health.. (144 dmg + 144 En dmg x 2 x 10 for sneak)...
I had a .50 cal hunting rifle drop with the same legendary that's on the Overseer's Guardian. Shoots two projectiles at once for the cost of only one round of ammo. That basically means it does double damage every shot regardless of the enemy health.
Explosive Combat Shotgun is a fucking beast of a weapon, it'll kill anything before you can pull the bolt back on this sniper rifle of yours.

I sniped a synth who dropped an explosive minigun, that thing is great for ghouls as it shreds limbs, takes vertibirds down in seconds, and can stop a legendary deathclaw in its tracks

I'm doing my 4th playthrough right now. I've got a 2-shot .50 cal sniper . I've got all of my sneak and guns perks maxed out as well. But my favorite gun for fun, I just got today. I lucked out and got an explosive combat shotgun which I maxed out all of the hardware. It is INSANE! I'm one or two shotting mythic deathclaws.
I've named mine Lucille. A whisper in the ear from her is very deadly.
A random raider dropped a double shot Gauss rifle. I immediately put all the good stuff from The Last Minute gun onto it. Base damage: 664. Not counting sneak damage or the 2.5 multiplier for crits, since I am on a VATS build. I can one shot a mirelurk queen, mwah

I called mine Special Delivery, and all my other weapons are named after courier type stuff. My close range Handmade Rifle is called “The Full Package,” and changed my Deliverer to “Parcel”
The exterminator legendary effect on a submachine gun was the best for those pesky bugs ,mirelurk queens and fog crawlers
My gun isn't say "powerful", but it's an automatic LASER MUSKET
Plasma infused lever action rifle, violent sniper rifle, and also crippling disciples automatic rifle. Each one has different legendary perks that are very useful
I literally just found this rifle and knew exactly what to do
i once found a combat shotgun with the explosion legendary effect... if you do the math each pellet does 15 damage times the 8 pellets thats 120 damage plus the 75 on the powerful automatic reciever, bringing it up to a total of 195 damage per shot, and thats without perks, pure devestation
Overseer's Guardian chambered in .308. It doubles base damage due to the two-shot mechanics and it doesn't depend on target health.
I found a gatling laser with the Wounding effect. That shit is insane!! The effect keeps stacking so for every shot that lands on target you do an additional 25 bleed damage. With a gun like gatling laser with it's insane fire rate that ability is super OP.
Fully moded two shot 6 crank laser musket. The most powerful weapon I've ever come across
Instigating laser musket is actually the MOST powerful rifle. Takes out Mirelurk queen and Behemoth in one shot. over 5000 damage. just...uses a ton of ammo. I name it 'Sucker Punch'.
