Great sketch! I love the attention to detail that most probably wouldn’t notice - there’s purpose to the color of their uniforms (Niles, being a physiatrist, is blue for medical - Marty, the ex-cop, wears security gold - Ros, being the producer for the radio show, wears command red for communications - Daphnie wears operations gold, I suppose in reference to the maintenance she did around the apartment, though it might have been more accurate to give her medical blue for being a physical therapist).

But Kelsey Grammar was in hospital and someone came up with a last minute crazy idea of mixing a SIFI drama with a sitcom. It was unique and funny.

It may be that Kelsey Grammer was intended to be in it, but couldn't do it for health reasons, so Mulgrew was a last-minute addition. This sketch was done live in early October for the Star Trek 30th Anniversary special. In late September, Grammer was in a single-car accident and returned a crazy-high blood alcohol reading, so checked himself into rehab at the Betty Ford Center, as such he may have been indisposed at the time.

All they missed was hailing Captain Frasier, him appearing on the screen, and then responding "I'm listening".

It was supposed to be Frasier as the captain. But Grammer was not available so they used Mulgrew as Janeway instead

Grammar was in drug rehab. Remember the episode where Niles helps a slumping basketball player? That was supposed to be Frasier.
I wish they had done a full episode like this, but on the actual Voyager sets with a legit story (but still written as a comedy).
I think the closest thing we'll get to this is "Message in a Bottle".

Good observations! ..though, I believe the science division color for that style of uniform from Voyager and DS9 is teal, not blue.

And martin's recliner was upholstered in some leftover fabric from a TOS episode. ( Found buried in some Paramount prop warehouse I'm sure)
