Mawile is my fave pokemon of all time, and honestly I'd cut out Hyper Cutter for Strong Jaw. And +20 Attack and +20 HP. Even that isn't enough to reach its prior glory, but maybe a new Moveset would be nice.
A new Signature Move would be helpful, and I think what would be perfect is:
"Metal Maw", which acts like a steel type biting Sucker Punch.
Or, a steel move with maybe 40 power, but triggers an effect like leech seed, to heal the user.
I really wanted it to get a Gmax form that turned into a giant cave, but sigh, too late now.

There actually is president to change types between generations without adding a new type. Rotom experienced this with its various forms losing the ghost type in favor of the type of its associated move in Gen 5. You mentioned forms being different, but given that these forms were added at the same time as Shaymin (Platinum), whose form has a type change already it’s sort of a unique case. Gen 4 is where form differences really took off with gender differences, pseudo-regional variants/evolutions with Shellos/Gastrodon & Wormadam, and even weather-based form changes akin to Castform but without type change (Cherrim).

    Gyarados:
Give it a better Flying move than Bounce and Hurricane
Aerodactyl: Give more moves that actually benefits his Rock Head ability. Head Smash, Brave Bird you name it
    Ampharos:
I don't why they got rid of Signal Beam, that was vital coverage Ampharos needed tbh.
    Scizor:
On top of the speed buff, I think I would put that remaining 15 into HP
    Houndoom:
If you want it to be more of a Mixed attacker than I would actually only put 15 in Speed and 10 in Attack. 90 is kinda low to be a mixed attacker
    Swampert:
Not buffing too hard but give it a more useful HA than Damp. Maybe Storm Drain
    Gardevoir:
I would probably like to give it Serene Grace, it would be fun tbh
    Mawile/Sableye:
These pokemon just flat out need a new evolution in general.
    Absol/Banette:
Needs a better stat spread in general.
    Manetric:
    Needs a moveset overhaul immediately
Altaria: Should've been part Fairy in it's regular form. Turns out to be a great defensive typing
    Abomasnow:
Desperately needs Thick Fat so this doesn't become Fire types favorite snack. Also give it 15 in Sp. Att and 10 in regular Att or put those 25 all into defense so it at least has a fighting chance to live with that horrid defensive typing

I’d give Sceptile the ability Solar Power simply because the seeds on its back look like they should increase Sceptile’s power kinda like what it looks like when it uses solar beam in the anime. I’d add 5 points to special attack and 20 points to attack so it can operate as a physical or mixed attacker like Game Freak seems to think Sceptile is when you look at its move pool. Adding more special moves to Sceptile’s move pool would also help it. Things like earth power, air slash, and sleep powder would also help its utility.

A lot of people suggest that either A) switch it's 85 Atk and 105 Sp. Atk or B) give it a much better special movepool
It's special movepool is ass, only Grass STAB, Dragon Pulse, Focus Miss and whiling it lasted, Hidden Power (Fire). Give it more special moves like Nasty Plot, Earth Power (Venusaur and Abomasnow both got it in gen 8) or maybe even Thunderbolt
Whiling it's physical movepool is great (including Drain Punch, Thunder Punch, Rock Slide, Earthquake, Acrobatics, Sword Dance, Dragon Dance, also Leaf Blade is more spammable than Leaf Storm), it sadly doesn't have the Atk stat to utilize it well

Going to add moveset additions as well:
Venusaur: I’d give Venusaur more offensive moveset buffs: Poison Jab, Rock Slide, Crunch and Focus Blast. What it has works, even as a sun sweeper, but has been lacking a physical Poison STAB since Gen 4 and always had a somewhat limited offensive movepool. Plus all the moves I mentioned are common among other Pokemon.
Pidgeot: I agree with your buffs, also want more special moves like Boomburst.
    Kangaskhan: Agreed
    Aerodactyl: Needs Head Smash
Ampharos: Needs Tail Glow. I know it’s not called Tail Glow in Japanese (Firefly Light in Japanese) but Manaphy gets it.
Mawile: Definitely needs more than +25. Doesn’t make sense to make it have BST between first and second stage starters and even in Gen 8, you see NPCs use it late in the game. Same with Sableye for the buff.
Sceptile: Needs a physical attack buff or a few more Special moves.
Gardevoir: Since you say Gardevoir needs a +25 buff, Gallade needs it since he’s Gardevoir’s counterpart.
Medicham: Maybe get Knock Off or Throat Chop
Manectric: Scorching Sands is mainly learned by Fire and Ground types, so it’s not that likely. I think Grass Knot or Energy Ball would be good since it’d help out, and that those moves are common.
Banette: Needs to be faster and have a better physical movepool. High attack but only learns Ghost, Dark, Normal moves and Gunk Shot
    Abomasnow: Needs a speed buff

That was a very nice discussion on stat distribution although I feel the boost in numbers in a particular stats really matters, take for example Heracross in this video (I love Heracross, a favorite), having him with +25 in speed would have him 110 speed stat, which would speed creep a lot of pokemon around the 100 speed stat mark UNLESS choice scarf or + speed nature is involved.
I do agree that even with a +25 stat boost distribution would not necessarily make a pokemon viable, its usually a number of factors like abilities and type changing, although I feel adding +25 stats to an already good pokemon may end up making it outright broken.
