There’s an ongoing bug where the commendations for showing Umbra the clothing items don’t unlock, unfortunately the issue is still being resolved so we’ll have to wait until it’s fixed

To buy the Umbra’s Chronicle Tattoo Set you need to find all 60 of the legends of the sea and the scars are the Forsaken Ashes Scars which you get from the Master Devil's Voyager commendation (Complete 5 Devil's Roar Voyages for the Gold Hoarders and Complete 5 Devil's Roar Voyages for the Order of Souls)
Which set? ever 5 legends is tied to a different one (like the The Sea's Most Wanted is tied to The Sea’s Most Wanted Tattoo Set) and if you get all of them you can get the Umbra’s Chronicle Tattoo Set
