It's called hard wax. (not to be confused with hot wax) Nothing sticks to that. You can easily clean off hard wax with some degreaser or a flacon filled with water and some dish washing detergent. Spray the spot you want to stick the sticker to, rub it with a cheap window cleaner tool and then wipe it dry. (providing service too!) Now stick it and observe.

This is the whole reason that this movement was set up, so I don't think that taking the keys out of the ignition (for the extreme case offenders) is excessive on the grounds of public safety. :)

You need to get some super sticky stickers, it would be so funny to see them tear off a tiny bit at a time.
I was thinking security tape style stickers. The ones that leave a really nice residue when you remove them so that you have to scratch the bits off with hard manual labour.
Must have been moisture on the glass,watch other videos, these stickers are almost impossible to remove.
These stickers are intentionally removable just with water, so they don't actually damage property and can't be charged
