By bringing the additional value you will increase tax on land and some neighbors might not be happy with that. On my land Instead of house development i decided to limit by storrage/parking development. If water will appear on my land then my tax will increase ~ x10 times (bad) along with land price (kind of good ). As result i will have to sell it.

Good point. Most of the time the county is unaware of improvements unless they are actual buildings they can see via satellite imagery and then adjust their taxes accordingly.
