It pains me to say this, but as a proud Scotsman, I have always found real solutions to Windows issues like this one from guys online with English accents.
When I queerie problems and an American guy pops up with a confident voice and shows you the simplest attempt at solving issues, which invariable fail, just give up until I find someone like you, who knows what he is talking about.

When I go to background apps, everything is already off but microsoft store still opens every time I pop a dvd disc in to watch. This also seems to be missing directions to get to "local security policy"? I can't find it. Any help for me?
