Would you suggest mass loaded vinyl under a thick carpet pad and a thick rug? I have a lot of impact noise from upstairs neighbors and my landlord is willing to put large rugs(not quite wall to wall) in the most nerve-wracking areas. The previous tenants had rugs and no kids so it didn't bother me. Tearing up my ceiling or current upstairs flooring is not an option.
does it help in an apartment where your downstairs neighbor BLASTS their tv and computer speakers right under your bed, vibrating your floor all night and preventing sleep?
I had to keep asking them to stop until they were forced to move out by law enforcement and my landlord because it goes against the quiet hours as well as disturbing the peace. Sorry! Downstairs neighbors are sometimes worse than the people upstairs! I know how you feel. It is awful. I hope you get this issue addressed

We will have hardwood floors installed over the subfloor. Will putting MLV over the subfloor before the hardwood be very effective for reducing sound below in the unfinished basement, or should I skip the MLV below the hardwood and put that money into finishing the basement ceiling with channels, 5/8, rock wool, and green glue?

@Elizabeth Portilla Flores So, I ended up going with the sandwich method for ease of installation because I already installed the carpet padding / underpayment. Overall I saw a reduction of 8+/- db with 1/4” MLV, so the results were measurable, unfortunately it was no where near enough to remove the noise entirely, it only made things very slightly more tolerable. I could still hear the neighbor, but coupled with a sound machine I was able to get some sleep. Considering the cost, it’s tough to say if it was worth it, it was for me, but for most people this is a lot to pay for very minor improvement.
If there is carpet already down can I still use the puzzle piece foam on top? Would it still work that way? Ripping up the carpet isn’t an option. My neighbor blasts music directly under my bedroom every night till 3am sometimes. The whole bed vibrates

However the sound of running around and door slamming makes a lot of noise and we're not sure of a solution. I am going to ask about the rubber matting (any link to the best kind would be amazingly helpful) or MLV but is there anything I can do from below to deaden the sound of impacts and generally cut out the noise from above? Really appreciate any help!

I'm worried about mold between the rubber and subfloor. In my humid climate, if its not breathable it will mold. Don't say moisture barrier as that causes significant issues in my climate by trapping moisture.
