I watched an interview with Lloyd Kaufman once and in the background I swear he had an action figure of Mayor Belgoodie and some other character that were never released but I can't find details of any unreleased prototypes or plans for a wave 2 anywhere on line.
The RUclips channel Ed's Retro Geek Out made a video on it. There was an unreleased 'Polluto' figure. He's kind of like an oilslick monster of some kind.

It's a fun little line to collect :) The Radiation Ranger figure comes with 2 glow-in-the-dark Landmines; They have peg holes in them which can be used on the pegs on the backpack. I love the way this line has accessory storage places. The Radiation Ranger was the most difficult figure to find complete. I had to get a 2nd MOC to get complete. A few years ago I collected all the figures; Two Radiation Rangers as well as the Smogcycle and CrusaderSkater. I didn't have any interest in the other vehicles. Bonehead and the Smogcycle are my favorites as well. Toxie a close 3rd and Major Disaster 4th place.
Indeed the Radiation Ranger has 2 glow in te dark mines. They came in a green blindbag. The mines can be attached on the two pegs on the bottom of his backpack.
Have you ever thought about reviewing captain planet or even street sharks figures? You do a really great job showcasing older figures as I've seen from your earthworm jim video as well as these 2 toxic crusaders videos.
On the Toxic Avenger 2 DVD’s special feature “Toxie Fifteen Years Later” there are 4 fully painted unreleased figures shown in the first 30 seconds - the only 2 I recognize from the tv show are Mayor Grody & Killemoff’s insect boss Czar Zosta....such a shame cuz they look super rad.

Jesus, it has been a while hasn't it... Let's see what I can remember... The yellow one on the far left at 0:10 was from a dollar store at the time. On the left in that shot there's a yellow and orange barrel that I think came with the lot? When I got these, it was part of a lot with loose accessories and there were a few TMNT pieces mixed in. The green one with slime at 3:13 is from Trash Pack - A more recent Moose Toys toyline, but it really fit right in, haha - Hope that helps
Man O Man. It would make things a little simpler if collectors on Ebay or Amazon wouldn't make these so ungodly-expensive to purchase online. I mean I don't see why they feel the urge to make them so expensive. Thumbs up if you agree.
GameDeficiency I would argue there's a few awesome TMNT action figures like Muckman and Mutagen Man who were bad at the start of the episode but good by the end... So I guess they're good guys technically?
R2 MY D2 All the best man, I spent a bad amount of money on the vehicles... Something like $40ea... And then another $90 on all the figures except Toxie... And another $18 on a loose Toxie, haha, it got out of control fast :\

Wow, watching this reminded me that I had a Bonehead action figure. Totally forgot about it. I wish I knew what happened to him.
I had a Radiation Ranger figure years ago, I didn’t know it was from Toxic Crusaders, thought it was another TMNT bad guy or someone .
Bonehead was my favorite. I even had his motorcycle! Super badass, one of my fav action figures of all time.
