A WG employee has stated in reddit threads that balance changes are decided months before an update. Chkalov is being looked at, but the balance changes this update were decided months ago.

Unless it comes with offers like 70% coupons or that $20 AL BALTIMORE.. need to spend little to get premium days.. i like the updates.. The best thing about it is the campaign goodies for 2500 dubs.. and you have a chance to get free ships using those update tokens like how we got Georgia recently or even guises.. spend your money wisely use some brain cells in battles and this game is really fun.. All I want is people to play decently and stop getting free high tier ships when they don't know the basics. Why don't they do tier V campaign ships ? Also, they should improve the accuracy of ships at lower tiers. People would play them more. Tier V BBs are so frustrating. Tier V cruisers are so fragile. Tier V dds are as good as their high tiers counterparts so why aren't the other classes ?
