Don't be surprised at the high quality animation. Cartoons in the Soviet Union made very high quality. As they said at the dawn of the creation of animation studios in the USSR: "the quality of cartoons must be no worse than that of Disney".
The baloons!! Geez!!! I'd watch this cartoon many time, but never taking this... hint. Interesting, the creators of this episode did this meaningly? Anyway, thank you for point it )
On the park bench, the Wolf begins with some jazz improvisation (revealing that he's a Western pop culture lover, which was heavily disapproved by the Communist regime in USSR 1940-s - 1970s), and then he starts to terribly sing the cult Russian song Очи чёрные Ochi chornyie (Black Eyes), about some drunken dancing party (and s*x party in perspective?) with the Gypsy entertainers, what was common for 1850-1917 Russian rich men.
3:21 Not a bomb. There were no bombs in Soviet public parks. Just a post with high-voltage wires high up; the sign was warning about the wires, to stop the kids from climbing the post (the sign says 'LETHAL DANGER!'). But the Wolf was an idiot, he immediately believed that THE POST ITSELF was 'high-voltage'. Believing that a mere physical contact would be lethal (which really wouldn't!), the Wolf wanted to prevent the contact with the post at all costs. First, he tried to 'brake' amidst of thin air; but the Bear, oblivious, still was continuing to walk and to drag the 'levitating' Wolf further; so the Wolf. seeing that the contact with the post will soon be inevitable, ...he just hit his own stomach pretty hard, to make the balloon (inside the stomach) break. The balloon broke, the contact (with the presumably 'lethal' post) was prevented, but the Wolf fell exactly onto his own guitar and unwittingly broke it.
This episode was created in 1970 and animation have not been "amped up". That quality was pretty much a set standard for hand-drawn animation back then. Check Tom'n'Jerry of Hanna-Barbera period or classic Disney works for example. Though Soviet cartoon makers had to work for about a year to create such 15-minutes episode.
Ironically, now we have computers with pretty good animation software and people still say that making cartoons is so hard that only big media corporations can do that :q
