I was the engineer overseeing the filling of the sout end of the tunnel during the A629 improvements. This was necessary due to a colossal mistake of the council engineering department in try to design the road improvements "on the cheap" rather than employ a professional consultant, as used on the A58 ring road. It cost the rate payers untold extra costs on this and other consequences of this penny pinching exercise.
It was never intended to be filled in, but due to the council's mess up with the road design and the inadvertent realignment of the road, it now became too close to the tunnel roof to be thought safe. So it was decided to fill in the southern end with a very weak sand/cement mixture, first tipped and bulldozed in, then near the top and not enough headroom for the bulldozer, it was blown in.
