0:45 Agree about applying lubricant & letting it soak in, but it doesn't "remove rust or contaminants", it allows some lubricant to get down between the fan collar & the motor shaft. WD-40 can work with 2-3 applications but a penetrating oil like Liquid Wrench, PB Blaster or Kroil are better at this. Also as with any puller type that uses a center bolt, it's a good idea to lube the threads on the bolt where they go into the puller housing.
2:30 "You want to hold the base of the fan blade puller as you're torqueing it down slowly." Sure, but look a little closer at the tool where the bolt goes into it. That raised rectangular part on the tool is there so you can get another wrench on there to help you hold it still.

The problem with pullers is they often distort the hub and unbalance the blades as a result. Try finding a new fan blade once you discover you've unbalanced the old one on the same day. It often isn't easy. You've just taken a fifteen minute job and turned it into a couple of days. It is much safer to drill out the shaft using a pilot drill first and a larger 3/8 drill next. This releases the tension on the fan blade and it comes off easily. I use a puller as a last resort and I've got a couple of very good ones. And it takes me less time to drill out the shaft. The only expense is replacing your drills every four or five jobs.

Your doing it backwards. What you just suggested is a last resort if this does not work!

So, when I do this, the tool pulls off the shaft. I've tried finger tightening and using a wrench to tighten the set screws. The only thing I can think of is it's just too rusted and I might need to buy a new fan as well.

Use Kroil and spray some in the set screw hole

I used wd40 and applied a crescent shaped ice cube to the shaft to make the diameter contract, and avoided applying the ice to the collar. Or maybe the melted ice mixing with the wd40 accelerated the lubrication process. Whatever it was, it came off with minimal effort.

Honestly, in 2021 there should be no reason that something so poorly designed exists as a universal part in the hvac industry. Just ridiculous how poor this design is.
