This movie actually touches on the Digital ID (tracking biometrics), and smart city ideas. While as a movie it's entertaining but in real life, ofc it would be a dystopian nightmare. The system works as long as the person in charge has integrity & actually cares for the people. It is set up like a dictatorship & the voting system could be easily manipulated
I feel that Sachi was an annoying but necessary character to force Maki's resignation. In the end, Maki's efforts were still realized. And thats the beauty of humankind. How people can touch other people, and create something beautiful.

That totally fixes Japan's problem of a too-low birthrate. Oh, wait it doesn't. Japan (and any country really) would completely collapse though. Because think what all adults die immediately means? You have no doctors, no Police, no people who know to operate powerplants. -Rest In Plutonium France- The countries would soon cease to exist and the remaining children reorganize into tribes.
