Shion and Mion are twins so they're the same age but the reason Shion doesn't go to their school is because she doesn't live in Hinamizawa. She lives in Okinomiya which is the nearby town where Angel Mort and toy store are at (anytime you see the characters getting on their bikes on that one hill it means they're going from Hinamizawa to Okinomiya or vice versa). A bit disappointed that the show hasn't explained this yet since I see a lot of people getting confused. There are reasons why Shion and Mion don't live together but that won't get explained until later. This is also the reason why Rena didn't know about Shion in episode 5, because by that point she hadn't met her. And idk if you caught this in response to your question but the reason people know about Tomitake and Takano missing right away is because according to Shion on the phone they stole a damn truck and got away lol so obviously word spread quickly. It was a good question though before that phone call you were right to ask that. Although its interesting that detail wasn't mentioned in the first sequence where instead the next morning Ooishi just talks about how her car and his bike were left there; he doesn't mention a stolen truck.
