SIMPLE!!! They told him to say he's having back and ankle to get around the instability issue. That's most visible issue he had and the negated it by saying it was those injuries that caused it. Everything else is questioning in which he could very well answer correctly with time when his head clears. They did him and his a disservice. He will likely have life long issues after this.

Because if doctors were saying that he’s good, that means they probably did not do their job correctly as far as examination if to see if he has a concussion because if you’re a doctor, and if you have many years experience, you should know the difference between a back injury in a concussion there’s no difference it’s obvious.

Just thinking about the protocols in the other collision sports . In rugby league the NRL has doctors in their replay bunker and they can request footage and ask for the player to be pulled . Tua on Sunday would have been deemed a category 1 concussion and he would have been pulled out and minimum 14 days out
Their protocols have been tested too
This season in the NRL they have had some brutal games . State of Origin game 3 had 3 knocked out in the first 3 minutes and I lost count in the Rabbitohs Roosters game how many players failed the concussion test

While Adam is correct about what he says about the concussion protocol he doesn't mention the provision that introduces subjectivity into the analysis and could lead to situations like we saw on Sunday (assuming there was no intentional cover up of Tua's concussion). Adam correctly mentions that gross mobile instability is one of the "no-go" signs that require a player to be removed from the game. However, it is only a "no-go" sign of a concussion if the medical professionals can rule out some orthopedic cause for the gross mobile instability. For example. if a player is wobbling around maybe it's a concussion but if you also can tell his leg is broken or there's a disc in his back that's probably bothering him then that gross mobile instability is not considered a "no-go" sign of a concussion.
This is fine in theory. But it involves some degree of subjectivity and that's the problem. I think the medical staff on the Dolphin's and the independent neuroconsultant relied on this provision to clear Tua to play again. So I think the public needs to hear from them and ask them to explain what other mechanism of action they thought could be causing Tua's gross mobile instability. They need to expound on that more than just saying "lower back injury", we need to know what kind of injury exactly did they suspect could cause such obvious mobile instability in Tua. I'm no doctor, but I've heard many sports doctors say they can't see how a back injury could explain the way Tua was acting that day. If the medical staff cant come up with a competent answer, then either they were grossly incompetent or they intentionally were covering up a concussion.
Furthermore, the protocol should be changed to remove this subjective provision. It should be that if a player is involved in a play that could obviously lead to a concussion (head impact, neck whiplash etc.) and they have gross mobile instability that should just be considered a "no-go" sign and the player should be removed from the game. No need to rule out other orthopedic causes, just err on the side of caution and consider that he likely has a concussion. Yes, this way it would lead to many non-concussed players being benched inappropriately but I think that is more preferable than potentially allowing a concussed player to return to the game and play again the following week.

where I live the protocols, are is there's an independent doctor and will pull someone if they believe the player suffered a concussion (if not pulled up by the trainer), he's evaluated and determine the grade, if it's a higher grade then he's automatically stopped from playing, and a lower grade he then goes takes a concussion test to determine whether he can. maybe something like that needs to be brought

Look at it as two separate events:
Sunday: for better or worst it was reported as a lower back and ankle injury (he played the 2nd half and won the game...)
Thursday night event: QB (slammed, rag-dolled, pile-driven to a "cement" turf in a plastic hat. (when you watch the hit to the turf at regular speed, you can feel the impact [slow-mo takes the severity of the blow away])... I would say if anyone was 100% healthy before this one slam, they would not be after...(Sunday or No Sunday)

His injury is tragic, yes, but this injury had a specific driver -- the violent tackle -- and I'm not sure how last week's injury plays into this. I would think that there would need to be a direct link between last week's injury and last night's injury to make this connection. I guess playing Monday morning Neurologist is similar to playing Monday morning QB. Maybe there was a link, I SURELY don't know; but I fail to see how all these talking heads know. Everyone always seems to be looking for something to rage about. Maybe this was just an awkward tackle and has nothing to do with last week, eh?

I'm sorry but the number one man that is responsible for the injuries is Tua himself. You know yourself the best when it comes to whether or not you can play or if you're 100% ready to go. Being there for your team and having that competitive drive is excellent, but when you're stubborn enough to reassure and call your coach at 11:00 pm saying "I'm fine play me" this is squarely on you. Sure the medical staff is also to blame for missing the concussion diagnosis, but again you had an independent concussion evaluator and NFL's strict concussion protocol which was all cleared. If I was Tua I would not play another game in the NFL. A load of talent but the body just can't handle the league. There's no shame in that, if you love the game work your way up to becoming or coach or analyst.
