you need to make two pairs of bones for the wheels in a 3D program, Maya or blender, the first bones will be for physical interaction, and the second for visual, also one bone for the independent axis, then in the unreal engine you will need to attach the bone visual to the axle, and the axle to the physical wheels, it’s very simple, this is all done in the control rig tab
