Considering one of the other jokes was the Queen admitting to having Princess Diana killed, that really says something about priorities: prudery apparently wins out over implied accusation of conspiracy to commit murder.

He adopted it when he started stand-up comedy saying that it made him "more comfortable to be talking in a voice that I didn't quite recognise as my own". He has since reverted to his own accent.
I don't know why frankie Boyle comes under so much fire for what he says. There is much worse stuff floating around and it's not like people don't know that that's his style. Personally, I found the haunted queen joke very funny.
