Here in the uk if we have a situation like this. We are allowed to cap off the gas meter and disconnect the gas appliance. If the home owner stops us then we can call the gas network who will come and dig up the road and disconnect them in the road... we also registered with a governing body call 'gas safe' which all gas engineers need to be registered with to be allowed to work on gas. We can call them for advice if needed... but usualy we put a disc inside the gas meter so if the home ower turned there gas back on themselves, they would not have any gas due to the disc in the meter....

I saw this on Mikes channel and left a comment. You did the right thing. The home owner should be chasing down the idiot that installed it. He likely did it himself and thought that this is as far as I can take it now I’ll have someone commission it and then be able to blame someone else if it causes issues. My comment was that here in Ontario we are obligated to turn off the meter, make safe the gas line( disconnect either the meter or the appliance) inform the utility and report the incident to TSSA , tag the system. Once an “ incident report” has been filed with TSSA no one is allowed to work on the unit until it has been inspected by them or they grant permission to allow the work to be done. They will locate the installer and have them charged and prosecuted. You did well with this Daniel .👍👍🇨🇦
