I think I know why some of the enemies are glitched like that. The reason is that the attack cooldown finishes before the attack animation has finished, hence, the enemy has a glitched projectile that's really slow.

The reason V2 stood still is he breaks if you spawn him in with Blind Enemies mode on, its not (entirely) the radiance thing
