Yes it is I'm pretty sure this Clip was made originally made for the Hey Hey it's Saturday show on it's first run pre-1999 which is why you see Russel Gilbert in it. As I remember it was aired on the Hey Hey Saturday sometime in the nineties. It was then aired again not long later for a special on Hale and Pace touring Australia which is why you see the crowd after the clip.
