You need to register it to keep adding more money onto it. It does not need a bank account. You spend like any other debit card from the bank, online and in person.

it depends on the card you get. lots of companies do charge you for filling it up. watch my "The best prepaid debit card with no fees" video for the two cards with no fees. Even then, it depends on where you fill it up.

Usually the merchant / vendor pays transaction fees. The problem with most prepaid debit cards is that they charge YOU per transaction fees. AMEX bluebird and AMEX serve were the only ones that didn’t have per transaction fees and were basically free. But as of this year, based on some of the comments I got, they now charge reload fees.

Ive used prepaid cards for 10 years. I dont use checking accounts because the overdraft fees are up to $35 per transaction.
