Not necessarily. Any balloon's max altitude is controlled by how much helium or hydrogen is in it and how much it weighs. Surveillance and datalogging balloons may even have an electric valve to let the gas out when it gets as high as it needs to be. We don't know for sure what the suspected surveillance balloon's capabilities were yet.

Wrong. Latex balloons burst; plastic balloons don't. The latter can fly for many months.
