Most likely, Epstein paid a 17 year old prostitute, Virginia Roberts to sleep with Prince Andrew and he and his police bodyguard assumed she was just one more girl who slept with him because he was a prince. She was over the age of consent so there was no crime to cause a problem for the bodyguards who are serving police officers.
Andrew probably lied about it, on BBC, because it looked bad. It is most likely that he has never slept with anyone under the age of consent and this mess is just shambolic damage control.
