Sir why C1 path is neglected during oc test
At the start all caps are discharged - meaning that both poles of C1 would be at GND (since the bottom plate is already at GND). So, for the initial condition, one can assume that C1 has been shorted out. Once the circuit is in transient, it would charge up to r3/(r1+r3) with the time constant that Amit has calculated.
