First time here. Enjoy that ride! As far as the issues you're having, I watched Jay Leno's engine build on his '66 7 liter Galaxie. Very interesting. My thought was perhaps you could contact his people. You know he has spent money on them researching all the issues. If nothing else, maybe they can give you names of other builders etc that could help. Just a thought. Love that ride!!!
A "C" scratch block only means a later 428 block. "A" scratch is an early 428 block. The blocks of a regular '68 and up 428 were the exact same block as a 428 CJ. The main difference between the "A" scratch and a "C" scratch is the extra webbing on the main webs of the "C" scratch block. Of course, there are exceptions to this, marine blocks and blocks intended for industrial use may be different. The '66 7 Litres all came with "A" scratch blocks except for the 427 cars.
You know I own (3) FE’s (2) in cars 1960 Starliner 450CI and a 1961 Thunderbird with a 462CI. Here is the reality the Starliner engine dyno’d at 468/483 at the tire But it is slow. The car weighs 4200 lbs wet and the reality is this is a built Stroker with ported heads and intake 10-1 compression and a smaller cam because of the weight of the car and the tall gears I put in it for highway driving. Unless you really get after these engines with the correct parts (Heads, Cam, Intake, Compression ratio Etc) in a Big heavy Galaxie don’t expect much. I also have a 49 Oldsmobile 88 with a 430HP 383 Stroker SBC with a 700R4 and 355-1 rearend gears and that car weighs 3800 lbs and it will drive away all day long from the Starliner. It is better equipped to do so, Shorter gear, lighter car but compared to the 450CI FE it’s down 100 + HP. The combo makes the set up. Head design of the FE sucks period and if you aren’t focusing there that engine ina heavy car is going to be a turd.
Do yourself a favor and call Brent Lykins at Lykins Motorsports and have him spec a cam for you. He is one of the best FE engine builders out there today.

Looks like that electric fan is inadequate and the shroud should come off.

Oh yeah you are doing something wrong because in the sixtys I was kicking Camaros ass with 390s in Fairlanes you have no clue about what FEs are
