This comment made me go check, but there IS a mod called 'Make Gunther real' and it basically adds in heart events, you can marry him, he goes to festivals, has his own spouse room add on, etc, It seems pretty well made too. Though I will say, if you wanna go play it, please make sure to carefully read the page for TWs and such.
He is a friendable character now so that is half way the only real option would be mods
