Lizard was always going to be in the game since the early scripts for SM2 featured Doc Ock, Black Cat, and the Lizard as antagonists. On top of that, in the E3 2003 trailer for Spider-Man 2, you get a sneak peak of the Lizard at the very end. The reason why this was cut was because of bad crunch practices in the last 9 months. Treyarch intended to have a fully functioning underground sewer network where the Lizard and Kraven subplot would take place, but due to hardware restrictions and time running out, all we have left is the concept art of Lizard, Kraven, and Calypso in the comic book store, the Lizard minions and Calypso boss fight in the Battle Arena, and of course the Bruce Cambell hint marker where he flat out says Lizard is not in the game.
